The main thing you should be looking at when deciding if your computer can run a game would be the graphics card. And since you got a HD2600 that quite goes well above the recommended specs.
Minimum GPU for
L4D is a Radeon 9600 or Nvidia Geforce 6600, although I successfully ran it on a Radeon 9550, with just a few performance problems.

An AGP card would be good enough for today's games (although the old GPU port won't be fast enough to process huge amounts of data), as long as its operating graphics software (DirectX and OpenGL) supports the game's required software version. Also some games (like
L4D for example) takes Pixel Shaders into effect, and will not accept cards with old PS versions (in
L4D's case it is PS 2.0a).
Also try updating your graphics card drivers and see if that helps.

Hmm, that's pretty quite dangerous, especially for today's hardware where their intake of juice can be variable. A minimum power supply for a good gaming rig would be 620W (Intel Core 2 Quad @ 2.2-2.8Ghz, Nvidia 8800GTS, 1 HDD, nothing else). However, if you plan using a multi GPU configuration you'll need more power, better check your GPU's power requirements. Save some 50W or so for the cooling system (fans).
