i think its just to have a scare factor .... imagine running down a hallway u hear the witch ur scared out of ur mind u hope u can get a round her than bamm half a clip later ur dying on the ground

Its the same as the other boss infected in the way that we don't know why they are as they are...
But as ieatlions said, its to add to the scare factor. There'll be points when you have normal infected chasing you and you'll be running and suddenly you'll notice the quiet sobbing sound...
You either have to stop shooting the infected and turn of your light and just run or risk the witch taking out a part of your team.
I, personally, can't wait to see her in action  |

i would love to play as the witch (even though im a guy) cuz i could just walk around everybody trying to scare the shit out of them and going like
"THE FUCK ARE YOU GONNA DO ABOUT IT" cuz they cant shoot me or i'll open a can of woop ass

Witch won't be THAT bad, I bet the first mods for the game will allow silencers and night vision goggles. That or more guns. Like a bazooka cuz that is the only thing I'll accept if I have to take her on.
