How is that strategic?
The unit caps in DoW force you to use a lot of strategy. The Imperial Guard, for example are a pitiful force and will be crushed by the weakest of enemies... Unless you use brilliant strategy and tactics... In which case they become and indomitable force.

Well, the caps on skirmish can be altered drastically and those on single player are usually
just enough. Like I said earlier though, its a base-building game. The buildings are counted as cap points too. The problem I had with DoW was that the cap was
WAAAAYYYYY too restrictive.
Also, you overlooking one
